KISSIMMEE, Florida – On the sidelines of the US presidential and legislative elections, Puerto Rican Arturo "Art" Otero and Cuban-American José Álvarez are involved in a bitter struggle for the mayor's seat in Kissimmee, the area in Central Florida with the most Puerto Rican voters.
