Besides issuing an executive order to activate the National Guard in case of a power outage, Governor Pedro Pierluisi ordered an investigation into the two events that caused a massive blackout on Wednesday that affected some 350,000 customers, and warned that if “negligence” is found, the government will not reimburse money for repairs or the reestablishment of service.
